regulations for safety measures at public schools

The Minister of Education recently published amended regulations for safety measures at public schools.

Regulation 1 was amended by inserting definitions for "school activity" and "supervision" and regulation 4 was amended by adding a subregulation to the effect that no educator, parent or learner may possess or use alcohol, illegal drugs, illegal substances or dangerous objects during any school activity.

The regulations were further amended by the insertion of regulations 8A (School Activities); 8B (Organisation of a school activity); 8C (Consent); 8D (Transport);  8E (Physical activities); 8F (Emergency and fire procedures) and 8G (Early release from school) and schedule 1 containing the application form to be completed by the principal for approval for undertaking a school activity involving transport.

Ito regulation 8C, a public shool must obtain written consent from the parents of learners who will be undertaking school activities and may not request the parents to sign indemnity forms that indemnifies the school against any legal action that may arise as a result of the school activity.
