Transport Sector Charter gazetted

The Department of Trade and Industry on the 24th of December 2008 gazetted the Integrated Transport Sector Charter, to address key transformation issues relating to the national transport industry.  The Charter, which will now be up for public comment, was launched in October 2008 and is the culmination of years of ongoing stakeholder consultation in relation to transport development, innovation and participation in the country.

The Charter comprised at least eight Sub-Sector Charters, which collectively seek to address key transformation issues that cut across the spectrum of the national transport industry.  The Charter was gazetted in terms of Sections 12 and 9 (5) of the Broad-Based Black Economic Empowerment Act (B-BBEE)  which means it is for information purposes only, and is not binding on government departments. On the other hand, the Charter gazetted under Section 9(5) is one that possesses the status of the BEE Codes of Good Practice, pending completion of the 60-day period, during which members of the public are given the opportunity to comment on the proposed legislation. 

The department said with the exception of the Foreign Aspect of the Aviation Sub-Sector Charter, (which is gazetted under Section 12), the following Sub-Sector Charters are gazetted under Section 9(5):

 ·        Forwarding and Clearing

·        Taxis

·        Bus Commuters and Coaches

·        Maritime Transport

·        Railways

·        Road Freight

·        Public Sector Transport

Meanwhile South Africans and organizations involved in the transport sector are invited to submit their comments and input on whether Sub-sector Charters accurately and sufficiently reflect the prospective national goals and achievements of the transport industry.
