BEE and small qualifying enterprises Posted 16 July 2006
The DTI is revisiting thresholds and categories that would define 'qualifying small enterprises' (QSE). Though most people are pushing for a threshold of R1 million to R1, 5 million, the Department will have to set the level. The codes will also be simplified by reducing indicators, making use of easily understandable language and producing a short & simple Practitioners Guide.
QSE's can opt to implement only 5 of the 7 elements of the scorecard, which means that small white-owned companies can still retain full ownership whilst meeting the BEE criteria, but there will be a bonus for companies that opt to comply with the ownership-requirements.
