KZN Bill proposes credit for gamblers

A proposal that casinos be allowed to grant credit to gamblers is one of several changes to the multimillion rand gambling industry contained in KZN’s Gaming and Betting Bill, tabled by the Premier’s Department before the Premier’s Portfolio Committee in Pietermaritzburg yesterday.

A report in The Mercury says it is aimed at bringing gambling in casinos and betting from horseracing under one roof called the KZN Gaming and Betting Board.

Clause 141 of the Bill proposes that casinos be allowed to extend credit to people to enable them to gamble in the casino. Linked to this is clause 143, which makes gambling debts legally enforceable.

IFP member Thulasizwe Buthelezi expressed concern at the proposal, which he said could see some gamblers remain in debt forever. However, Barry Wilkinson, of the Premier’s department argues that granting credit was a more effective method of controlling spending by gamblers.
