section 3 of the state liability act declared invalid

In a Pretoria High Court judgment, which is yet to be confirmed by the Constitutional Court, Acting  Judge Norman Davis, declared a portion of Section 3 of the State Liability Act (in terms of which the property of the state cannot be attached or sold on execution) to be inconsistent with the country's constitution "and therefore invalid".
