Lowering the thresholds for Small and Micro Enterprises Posted 16 July 2006
In last week’s progress report, the DTI stated that it was revisiting thresholds and categories that would define 'qualifying small enterprises' (QSE). Though most people are pushing for a threshold of R1 million to R1, 5 million, the Department will have to set the level. The codes will also be simplified by reducing indicators, making use of easily understandable language and producing a short & simple Practitioners Guide.
QSE's can opt to implement only 5 of the 7 elements of the scorecard, which means that small white-owned companies can still retain full ownership whilst meeting the BEE criteria, but there will be a bonus for companies that opt to comply with the ownership-requirements.
